Amends section 45-103 of Arizona Revised Statutes to make a technical correction relating to water authority.

Transfers authority, powers, duties and responsibilities of the Arizona Water Commission and State Water Engineer to the Department regarding surface water, groundwater, dams and reservoirs.

Director gains general control and supervision of surface water, its appropriation and distribution, and groundwater as provided by statute.

Excludes water distribution reserved to special officers appointed by courts under existing judgments or decrees.
