Requires all firearm sales and transfers between non-dealers to be processed through a licensed firearms dealer who must conduct background checks under federal law, with dealers permitted to charge up to $20 for facilitation services.

Expands the definition of "prohibited possessor" to include persons subject to domestic violence protection orders that prohibit firearm possession and were issued after a hearing where the person received notice and opportunity to participate.

Mandates judicial officers consider evidence of danger to community safety, including domestic violence risk assessments, when determining bail conditions, and requires prohibition of dangerous weapons as a mandatory condition for those charged with felony domestic violence or chapter 14/35.1 violations.

Establishes regulations for firearm shows requiring operators to post signage about background check requirements, notify exhibitors, and provide access to licensed dealers to conduct national instant criminal background checks.

Imposes criminal and civil penalties: class 5 felony for unlawful firearm sales/transfers; class 1 misdemeanor for firearm show violations; and up to $10,000 civil penalty for other chapter violations.
