Allows Arizona residents to voluntarily request driver licenses compliant with the federal REAL ID Act of 2005, while maintaining the state's general non-participation in the act's implementation.

Sets REAL ID-compliant driver licenses to be valid for eight years and requires applicants to provide two documents proving permanent resident address.

Authorizes the Department of Motor Vehicles director to set fees for REAL ID-compliant driver licenses and nonoperating identification licenses.

Modifies vision screening requirements by changing "or" to "and," requiring licensees to update both their photograph and present a vision test report when renewing licenses that have not been updated in 12 years.
