SB 1274 Summary

• Authorizes the Arizona Department of Transportation director to establish alternative methods and contract with private persons for administration and oversight of programs and functions subject to motor vehicle and transportation law.

• Amends certificate of title requirements to allow applicants to submit alternative documentation approved by the director in addition to manufacturer certificates, and permits financial institutions to electronically submit repossession affidavits.

• Reduces the validity period of temporary proportional registrations and temporary registrations for motor carriers from 90 days to 60 days, with costs remaining one dollar per registration.

• Establishes a new advertising and sponsorship program for Department of Transportation nonhighway assets to generate revenue deposited into the state highway fund, with the program terminating July 1, 2025.

• Modifies procurement exemptions for the state transportation board and ADOT director to clarify that sections 41-2517 and 41-2586 apply, and specifies federal regulation compliance for highway infrastructure-related procurements.
