Prohibits operators of public transit vehicles, livery vehicles, taxis, limousines, and buses from using handheld wireless communication devices to make or receive calls, engage in telephone conversations, or manually write, send, or read written messages while operating the vehicle.

Exception allows dialing 911 emergency calls while operating these vehicles.

Applies specifically to commercial and public transportation vehicle operators rather than general driving population.
