Amends Arizona Revised Statutes Section 3-1345 regarding transfer of ownership and hauling certificates for equines.

Requires the Division to deposit transfer fees, pursuant to sections 35-146 and 35-147, into the equine inspection fund rather than an unspecified location.

Maintains existing procedures for sellers and buyers to complete and date transfer request forms, with one copy given to the seller.

Requires buyers to submit the ownership certificate, transfer request form, and transfer fee to the Division within 30 days of purchase to receive a new certificate.

Preserves requirements for equine trader permittees to receive bills of sale or ownership certificates with completed transfer forms when purchasing equines.
