Requires health care providers to publish direct pay prices for at least 25 most commonly provided services, updated annually, with exemptions for small practices with fewer than three licensed providers.

Requires health care facilities with more than 50 inpatient beds to publish direct pay prices for at least 50 diagnosis-related group codes and 50 outpatient service codes; facilities with 50 or fewer beds must publish at least 35 of each.

Prohibits government agencies from approving, disapproving, or limiting direct pay prices and prevents health care systems from penalizing patients or providers for direct payment transactions.

Establishes that enrollees paying direct pay prices have amounts applied first to in-network deductibles, then out-of-network deductibles, regardless of provider network status.

Requires providers and facilities to obtain signed notices from patients before accepting direct payment when the patient is enrolled in a health plan with that provider or facility as a network provider.
