Adds private universities and private colleges as eligible sponsors of charter schools, joining existing sponsors including school districts, state boards, public universities, and community college districts.

Defines "private university" and "private college" as institutions offering baccalaureate degrees, operating in Arizona for at least five years, and accredited by recognized agencies and licensed by the state board for private postsecondary education.

Extends the same financial provisions, oversight responsibilities, and operational requirements to charter schools sponsored by private universities and private colleges as apply to other charter school sponsors.

Prohibits private universities and private colleges from being financially responsible for charter schools they sponsor and from including charter school students in their enrollment counts for state funding purposes.

Makes conforming changes throughout charter school financing and sponsorship sections to include private universities and private colleges alongside existing sponsor types.
