Amends Arizona Revised Statutes Section 13-3108 to add enforcement mechanisms and penalties for political subdivisions that violate state firearm preemption laws.

Establishes that any ordinance, regulation, tax or rule enacted by a political subdivision in violation of firearm preemption is invalid and subject to permanent injunction.

Allows courts to assess civil penalties up to $50,000 against political subdivisions that knowingly and willfully violate the section, and permits termination of officials who knowingly violate it.

Provides private right of action for persons or organizations adversely affected by violations, allowing them to sue for declaratory relief, injunctive relief, actual damages (up to $100,000), and reasonable attorney fees and costs if they prevail.

Clarifies that "political subdivision" includes entities acting under police power, proprietary capacity, or any other capacity.
