Amends Arizona Revised Statutes section 9-499.04 to prohibit cities and towns from regulating dogs based on specific breed.

Permits cities and towns to regulate dog control only through breed-neutral ordinances.

Maintains existing provisions allowing cities and towns to appoint animal control officers to enforce state and local animal control laws.

Animal control officers remain unarmed except for small caliber firearms for controlling vicious animals or dispatching wounded animals, as previously defined.
