Requires county boards of supervisors to adopt procedures for adoption, amendment, repeal and enforcement of rules, including at least two weeks' notice for draft and final rule meetings with public comment periods.

Mandates counties provide written responses to public comments at least one week before final rule adoption and reissue supplemental notices if substantial changes are made after public input.

Allows alternative procedures for emergency rules protecting public health, safety or welfare, rules required by state or federal law, and expedited rules that don't increase compliance costs or reduce procedural rights.

Adds "rules" to the county regulatory bill of rights, allowing public participation in rule development and inspection of all county rules alongside ordinances and substantive policy statements.

Establishes identical rulemaking procedures for flood control district boards of directors and adds rules to the flood control district regulatory bill of rights with the same public notice and participation requirements.

Applies to counties with 375,000+ population starting December 31, 2015, and smaller counties starting December 31, 2016.
