Requires persons 18 years or older convicted of animal abuse offenses (including bestiality, cruelty to animals, animal fighting, cockfighting, and equine tripping) to register with their county sheriff within 10 days of conviction or arrival in the county.

First-time offenders must register for one year; repeat offenders must renew registration annually for life.

Establishes a centralized animal abuser registry maintained by the Department of Public Safety, searchable by name and location on the agency's website.

Creates an animal abuser registration fund in the Department of Public Safety consisting of grants and donations to offset registry costs.

Makes failure to comply with registration requirements a Class 1 misdemeanor.
