Establishes that precinct committeeman terms begin on the date the official county canvass is entered into the record and continue until the next official county canvass for that office.

Requires all meetings of district committees, county committees, and state committees to be open to registered members of the respective political party.

Modifies proxy rules to limit state committee members to ten proxies, county committee members to four proxies, and district committee members to four proxies, with all proxies designated only to members of the same political party.

Requires proxies used in state, county, or district committee elections to be retained as public documents for thirty days and made available for review, with photocopies available at five cents per page upon request.

Changes language throughout statutes from "which" to "that," "such" to "the," and "prior to" to "before" for grammatical consistency.
