Requires the requesting party to reimburse non-party witnesses for all reasonable costs incurred in complying with a subpoena, including costs for documents that are subsequently withdrawn, quashed, modified, or limited.

Allows witnesses to demand payment of reasonable costs simultaneously with actual delivery of subpoenaed documents, and permits requesting parties to petition the court to recover excessive costs from the witness.
