Establishes a foster child education liaison program within the Department of Child Safety to improve educational outcomes for foster children by coordinating services among the department, courts, and schools.

Appropriates $2,419,200 from the state lottery fund for fiscal year 2015-2016, including funding for 19 full-time positions (1 director and 18 liaisons), software, travel, overhead, and school administrative stipends of $100 per foster child.

Program is set to expire on July 1, 2025 pursuant to Arizona's sunset review process.
