Increases the allowable excess square footage for new school construction from 25 percent to 50 percent of minimum square footage requirements under Arizona's school facility adequacy standards.

Increases the allowable excess square footage for expansions to school facilities from 25 percent to 50 percent of minimum square footage requirements.

Applies only to excess square footage that does not qualify for exclusion under existing provisions (constructed after July 1, 2002 and not funded by specific bond types or capital outlay overrides from 1998-2002).

Maintains existing exclusions allowing school districts to not count excess square footage toward adequacy calculations when it meets the updated 50 percent threshold or other qualifying conditions.
