Amends Title 46 of Arizona Revised Statutes by adding Chapter 8 regarding fraud prevention in public assistance programs.

Requires the Department of Economic Security to establish a computerized income, asset, and identity eligibility verification system through third-party contract to verify eligibility and prevent fraud and waste in the supplemental nutrition assistance program and cash assistance.

Department must contract with third-party vendors to verify applicant income, assets, and identity information before distributing benefits, between eligibility redeterminations, and during reviews.

Before contracting, the department must evaluate systems and compare potential savings or cost avoidance against implementation costs; may only proceed if savings exceed costs.

Effective date: December 31, 2015.
