Establishes a constable study committee consisting of nine members: two legislators (one from each chamber), two public members, two constables, and two justices of the peace, with balanced representation from large and small population counties.

Committee shall research constable duties, salaries, methods for calculating salaries based on workload rather than population, and current statutes regulating constables.

Committee is authorized to request information from constables, counties, and state agencies; hold hearings; and conduct fact-finding tours, with state agencies required to provide support services without cost.

Committee members are not eligible for compensation but may be reimbursed for expenses and must submit findings and recommendations to the governor, legislative leaders, and secretary of state by January 15, 2016.

Committee automatically repeals on June 30, 2016.
