Declares property rights a matter of statewide concern and establishes state preemption over municipal regulations regarding fire apparatus access roads and route extensions.

Extends the same fire sprinkler prohibition and enforcement provisions to counties for unincorporated areas, superseding county regulations on fire apparatus access roads.

Defines "utility or miscellaneous accessory building or structure" to include agricultural buildings, aircraft hangars, barns, carports, fences over six feet high, greenhouses, sheds, stables, and similar structures.
