Prohibits public officers and employees from using public funds to print, mail, broadcast, or distribute promotional or informational materials featuring the face or voice of any candidate for public office during the one-year period before an election.

Defines a candidate as anyone who circulates a nomination petition, registers an exploratory committee, or is named in a campaign committee registration under Arizona election law.

Exempts expenditures of Citizens Clean Elections Commission monies made by candidates themselves from this prohibition.
