Amends Arizona law to require political committees, corporations, limited liability companies, and labor organizations making independent expenditures for campaign literature or advertisements within 60 days of an election to send certified copies to named candidates within 24 hours of mailing, broadcasting, or submitting for printing.

Establishes that expenditures not meeting the definition of independent expenditure constitute in-kind contributions to candidates.

Creates a new Class 5 felony for any person who knowingly makes a purported independent expenditure of $25,000 or more that does not meet the definition of independent expenditure, or knowingly receives such an in-kind contribution.

Maintains existing civil penalty of three times the cost of literature or advertisements distributed in violation of the law, imposed as prescribed in section 16-924.
