Changes county recorder requirement from "may" to "shall" establish on-site early voting locations at the recorder's office, beginning when early ballots are sent out.

Requires on-site early voting locations to remain open until 7:00 p.m. each business day through the Monday preceding election day, and until 7:00 p.m. on Saturdays and Sundays during the two weekends immediately before election day.

Extends the deadline for in-person early voting from 5:00 p.m. on the Friday preceding the election to 7:00 p.m. on the Monday preceding the election.

Makes technical corrections to federal law citations regarding uniformed and overseas citizens absentee voting (updating United States Code references from 42 U.S.C. § 1973ff-6 to 52 U.S.C. § 20310).

Clarifies that candidates, political committees, and "other organizations" distributing early ballot request forms must use the political subdivision as the return address, with penalties for noncompliance.
