Removes requirement that board of supervisors limit precinct changes between July 31, 2008 and January 1, 2011, allowing more flexibility in precinct designation going forward.

Mandates counties establish at least one-half of precincts for use of electronic media poll lists and requires boards to authorize voting centers in place of or in addition to designated polling places.

Creates new process requiring county officers to review precinct needs at least 120 days before elections to ensure 30-minute maximum wait times, including consideration of bilingual workers, early voting impacts, and precinct line revisions.

Establishes separate provisional ballot lines at polling places and expands provisional voting eligibility to voters with valid identification or signed affirmations of registration.

Requires election officials to provide separate forms directing voters who appear at incorrect polling places to their correct precinct, with provisional ballots counted for non-precinct-specific races and issues.
