Modifies procedures for voters who move within the same county and vote provisionally at the wrong address by allowing partial tabulation of ballots cast in the correct county but wrong precinct.

Requires election officials to verify a voter's residence address is within their precinct and direct voters to the correct precinct before issuing a provisional ballot.

Establishes that voters who refuse to go to their correct precinct must receive a provisional ballot with warnings that portions of their ballot will not be counted and requires documentation of this warning on the provisional ballot envelope.

Requires the Secretary of State to design a provisional ballot envelope template that includes space to record which precinct the voter was directed to and signature lines for both the voter and election official to confirm the precinct and warning were communicated.

Allows county recorders to count only the votes a voter was eligible to cast in their actual precinct when a provisional ballot was cast in the wrong precinct within the correct county, while fully rejecting ballots cast outside the voter's county of residence.
