Changes terminology throughout initiative, referendum, and recall petition statutes from "affidavit" to "statement of verification" to reflect removal of notarization requirement.

Applies changes to signature verification forms and procedures for both statewide measures and local ballot initiatives, referendums, and recall elections.

Maintains all other signature verification requirements, including circulator statements regarding petition validity and eligibility of signers.
