Amends Arizona Revised Statutes section 16-241 to allow independent voters (those registered without a political party designation) to participate in presidential preference elections by selecting a political party's ballot of their choice.

Maintains the presidential preference election date as the Tuesday immediately following March 15 in presidential election years, with the governor retaining authority to delay the election by proclamation issued at least 180 days in advance.

Requires independent voters to indicate their preference by selecting the ballot of the political party of their choice at the election, rather than being limited to their registration designation.

Applies all existing primary election procedures, voter registration requirements, and election law provisions to the presidential preference election.

Establishes that violations of election laws in connection with presidential preference elections are subject to the same penalties as violations in other elections.
