Amends section 16-168 of Arizona Revised Statutes to remove the requirement that county recorders count registered voters as of the last day persons may register for the presidential preference election.

Repeals title 16, chapter 2, article 4 of Arizona Revised Statutes in its entirety, eliminating the statutory framework governing presidential preference elections.

Amends section 16-602 to remove presidential preference elections from hand count and election verification procedures, including the removal of language requiring hand counts of ballots cast at presidential preference election polling places.

Eliminates references to presidential preference elections in voter registration counting requirements and election administration procedures throughout state election law.
