Amends A.R.S. § 28-703 to allow local authorities to alter speed limits on streets within their jurisdiction even if the local authority does not maintain those streets.

Requires local authorities to conduct engineering and traffic investigations to determine reasonable and safe speed limits on arterial streets in their jurisdiction, regardless of maintenance responsibility.

Permits local authorities to erect speed limit signs on private property at a landowner's request for streets within the local authority's jurisdiction that are not maintained by the local authority.

Maintains existing restrictions on speed limit alterations, including the limit of six alterations per mile and a maximum 10 mph difference between adjacent limits (except at school crossings).
