Amends Arizona Revised Statutes section 15-910 regarding school district budgets and desegregation funding.

Requires school districts with existing or previous administrative agreements with the U.S. Department of Education Office for Civil Rights to reduce desegregation expenses outside the revenue control limit by at least 15% annually for five consecutive fiscal years beginning in fiscal year 2016-2017, with a complete phase-out by fiscal year 2022-2023.

Requires school districts subject to court orders of desegregation to reduce such expenses by at least 7% annually for ten consecutive fiscal years beginning in fiscal year 2016-2017, with a complete phase-out by fiscal year 2025-2026.

Districts must base reductions on the amount levied in fiscal year 2009-2010 for desegregation expenses and cannot budget for desegregation expenses outside the revenue control limit after their respective phase-out deadlines.
