Extends the protected period for political signs from 45 days before a primary election to 90 days before the first day of early voting for a primary election, and from 60 days to 90 days for the applicability period in subsection H.

Requires candidates or political committees to remove their signs by the tenth day after an election; other candidates or committees may then remove and keep those signs, and jurisdictions may remove any remaining signs by the fifteenth day after the election.

Mandates that all public solid waste transfer or disposal facilities must accept political signs and election materials from political campaigns for disposal without charge.

Preserves local government authority to remove signs that violate safety requirements, obstruct visibility, breach ADA compliance, exceed size limits (16 square feet in residential areas, 32 square feet elsewhere), or lack required candidate/contact information.

Requires jurisdictions to notify candidates of violations and allow at least 24 hours to comply before removal; must retain removed signs for at least ten business days for retrieval without penalty.
