Allows candidates engaged in joint fund-raising efforts to allocate contributions and expenses by written agreement rather than only by direct proportion to each candidate's share of expenses.

Permits a single candidate to combine joint fund-raising for payment of prior campaign debt with fund-raising for a current or future campaign, with contributions allocated equally between the two campaigns unless the committees designate otherwise.

Applies to contributions received by candidates in connection with joint fund-raising efforts involving two or more candidates or a single candidate's multiple campaigns.

Amends Arizona Revised Statutes section 16-905 regarding contribution limitations and campaign financing rules.
