Requires districts organized or operating under Title 48 to include a statement of outstanding debt as a percentage of total assessed valuation in their annual report.

Modifies section 48-251 to mandate submission of annual reports to the state treasurer in addition to county clerks and boards of supervisors.

Amends section 48-253 to require districts submitting audits or financial reviews to send copies to the state treasurer along with county treasurers and boards of supervisors.

Changes reporting deadline language from "of" to "after" the close of a district's fiscal year for consistency in the two-hundred-forty-day filing requirement.
