Renames the "Arizona Coliseum and Exposition Center" entity to the "Arizona Exposition and State Fair Board" throughout Arizona Revised Statutes.

Requires the Arizona Exposition and State Fair Board to sell the current state fairgrounds property (located at McDowell Road and 19th Avenue in Phoenix, including the Veterans Memorial Coliseum) at public auction to the highest bidder by July 1, 2016, with the board retaining a lease for state fair operations during the transition.

Directs the board to study potential relocation sites for the state fair and report findings and recommendations to state leadership by September 30, 2015, considering factors such as parking, facilities, traffic patterns, municipal services, and financing options.

Removes the coliseum manager position and eliminates sections related to bond issuance authority, consolidating management under the executive director with the comptroller serving as deputy director.

Exempts the Arizona Exposition and State Fair Board from state procurement requirements for professional entertainment contracts and allows the board to obtain government liquor licenses for events.
