Adds new definition of "Person" to Arizona wildlife law to mean an individual, partnership, corporation, group, company, society or association, the federal government, a state or local government or any political subdivision.

Creates a class 4 felony for knowingly importing, transporting into Arizona, and releasing a threatened, endangered, or candidate species listed under the federal Endangered Species Act without lawful authority.

Creates a class 2 felony for violating the endangered species importation and release prohibition with intent to disrupt or interfere with public natural resources development or establish the species in an area not currently occupied by that species.

Adds "release" to the list of unlawful wildlife possession and transportation violations in section 17-309.
