Requires any person with a financial interest in a construction contract or procurement of $500,000 or more with a city, town, county, or school district to register and report if they provide gifts or anything of value to elected officials in that jurisdiction.

Registration form must include the person's name, address, contact information, employer information, project name, project number, and project description filed with the clerk of the elective body.

Requires reporting of any gifts or anything of value (including food or beverage) provided to elected officials, including fair market value and identification of the recipient.

Registration must occur within five days after making an expenditure or providing a benefit, with monthly reports due by the fifth day of each month following any month in which expenditures were made or benefits provided.
