• Establishes an electronic equipment recovery program requiring computer, computer monitor, and television manufacturers to provide free recovery programs or financial incentives (like coupons) for consumers to recycle covered devices.

• Manufacturers must affix brand labels to covered devices and implement collection services through mail-back systems or collection sites/events, with computer manufacturers determining appropriate locations based on population in coordination with the department.

• Television and computer monitor manufacturers must either join a representative organization submitting an approved statewide stewardship plan by September 3, 2015, or individually recycle 80% of the weight of covered devices they sell in Arizona annually.

• Prohibits consumers from discarding covered devices in landfills after July 1, 2016, and requires landfill operators to post notices and notify haulers that covered devices are not accepted for disposal.

• Requires recycling facilities to maintain third-party accreditation certifications and exempts financial and proprietary manufacturer information from public disclosure; program terminates July 1, 2025.
