Amends Arizona Revised Statutes Section 45-462 relating to grandfathered groundwater rights in active management areas.

Prohibits the Department of Water Resources from adopting or implementing administrative rules in the Pinal Active Management Area that reduce extinguishment credits for irrigation grandfathered rights to less than the full amount of the right held by the owner.

Applies this restriction to any rules adopted before or after the effective date of this amendment.
