Amends section 14-5307 to require that every effort be made to petition the court for termination of guardianship if a vulnerable adult's condition significantly improves.

Adds section 36-416 requiring licensed health care institutions to allow vulnerable adults to retain their primary care physician or have one named jointly by the guardian and family.

Requires health care institutions to allow family members and friends of vulnerable adults to visit and communicate with them unless the vulnerable adult personally declines such contact.
