Amends Arizona Revised Statutes Section 37-1054 regarding powers of natural resource conservation districts.

Adds new subsection F requiring the Arizona Attorney General to provide legal advice and representation to conservation districts in legal actions and proceedings at no cost to the district.

Allows conservation districts to retain additional counsel in emergency or special cases with the Attorney General's request, using available district funds to pay for such assistance.

No other modifications made to the existing powers and authorities of conservation districts under the statute.
