Amends Arizona campaign finance law to redefine "contribution" and "political expenditure" with narrower definitions focused on entities required to register as political committees and coordination with candidates.

Creates new categories of political committees including "ballot measure committees," "independent expenditure-only committees," "hybrid committees," "separate segregated fund committees," "political party committees," and "officeholder expense committees."

Raises the threshold for exploratory committees from $500 to $1,000 in contributions or expenditures before registration is required.

Substantially revises the definition of "independent expenditure" and coordination standards in section 16-911, establishing that coordination only occurs when expenditures are made at the specific request of a candidate or person paying for the expenditure, and creating specific safe harbor activities that do not constitute unlawful coordination.

Increases the volunteer food and beverage contribution exemption from $100 to $5,000 per calendar year and adds exemptions for corporate/labor organization communications and certain debate hosting costs.
