Amends Arizona Revised Statutes section 9-101.01 to modify rules governing incorporation of cities and towns within urbanized areas.

Changes language from "per cent" to "percent" and "provisions of" to "provision" for grammatical corrections.

Through December 31, 2020, allows incorporation without approval from an adjacent city or town if the proposed area has a population of 15,000 or more, is in a county where 60-65 percent of population lives in incorporated cities/towns, has a governing board, and has a larger population than any adjacent city or town.

Establishes a six-year timeline that progressively reduces the urbanized area buffer zone around cities with 5,000+ population from six miles down to zero miles if the city rejects an annexation petition within 120 days, applicable through December 31, 2020.

Exempts planned community associations from incorporation restrictions during the period of declarant control unless the declarant grants permission.
