Removes language requiring law enforcement officer representatives to serve "at no cost to the employer" during administrative investigations and witness interviews, allowing employers to potentially charge for representation.

Establishes that law enforcement officers are on-duty and must be compensated while representing other officers in administrative/disciplinary investigations, hearings, or appeals.

Requires law enforcement officers to be compensated as on-duty when conducting research or providing information/testimony on work-related matters at the request of elected or government officials.

Allows law enforcement officers to use donated vacation time for activities directly related to or conducted on behalf of law enforcement associations.

Applies exemptions to at-will state employees, excluding them from these protections and requirements.
