Requires cities, towns, and counties to reimburse utilities for costs of relocating facilities when public works projects require adjustment or relocation, effective January 1, 2016.

Limits reimbursement to actual relocation costs excluding profit, betterments, or capacity increases beyond existing facilities; claims must be submitted within 90 days of project completion and reimbursed within 180 days.

Caps total reimbursement at 2 percent of the total public works project cost; if claims exceed this amount, each claim is reduced proportionately.

Requires cities, towns, and counties to provide utilities with annual capital improvement plans and advance notice of new projects or schedule changes to allow utilities to plan for relocations.

Expands state highway reimbursement provisions to include relocated utility facilities belonging to cities, towns, counties, and telecommunications/cable television operators for highway modifications beginning January 1, 2016 or later.
