Amends Arizona Revised Statutes Section 15-2401 to modify the definition of "qualified student" for empowerment scholarship account eligibility.

Adds a new eligibility category (xi) for children who were denied admission within the previous twelve months to a school district school or charter school located within a twenty-five-mile radius of the child's residence.

Maintains existing eligibility categories for students with disabilities, those attending low-graded schools, military families, foster youth, and siblings of current or previous empowerment scholarship account recipients.

Preserves requirements that most students must have attended governmental schools for a specified period (typically 100 days of the prior fiscal year or one full semester) before becoming eligible, with exceptions for certain categories like military-connected children.
