Amends Arizona Revised Statutes Section 38-431 to redefine "meeting" in the context of public bodies.

Changes the definition of "meeting" from one that includes "discuss, propose or take legal action" to one that requires that "action is taken."

Narrows the scope of what constitutes a public meeting by removing discussion and proposal of actions from the definition, requiring actual legal action to occur.

Renumbers all subsequent definitions in Section 38-431 (definitions 2-8 become definitions 3-9) to accommodate the amended definition of "action" as the first definition.
