Establishes firefighter special license plates contingent on receipt of $32,000 in implementation funding by December 31, 2015.

Sets special plate fee at $25 total, with $8 designated as special plate administration fee (deposited to state highway fund) and $17 as annual donation.

Creates the firefighter special plate fund to receive donations, with first $32,000 reimbursed to initial funder and remaining monies annually distributed to state fire schools for fire service training and certification.

Allows firefighter special plates to be combined with personalized special plates, subject to additional personalized plate fees.

Updates references to special plate sections (28-2417 through 28-2451) to include new section 28-2452 in statutes governing license plate design, special plate issuance, highway user revenues, and state highway fund sources and uses.
