Amends Arizona Revised Statutes section 45-462 relating to grandfathered groundwater rights in active management areas.

Corrects a spelling error in subsection C, changing "applicaton" to "application" in reference to certificates of exemption for groundwater use.

Recognizes the amount of groundwater use described in an application for a certificate of exemption as a legal use for determining grandfathered rights, subject to any modifications resulting from factual mistakes by state agencies.

Maintains three categories of grandfathered groundwater rights: non-irrigation rights associated with retired irrigated land, non-irrigation rights not associated with retired irrigated land, and irrigation grandfathered rights.
