Requires written parental consent before collecting, accessing, releasing or sharing any personally identifiable student data, with written explanation of purpose for collection.

Prohibits state and national student assessments from collecting psychological data including noncognitive skills, emotions, values, attitudes, beliefs, social skills, and other affective domain information.

Restricts state funding for statewide longitudinal data systems and prohibits sharing student and teacher data with U.S. Department of Education unless department agrees in writing to use data only for specific grant evaluation and destroys data upon completion.

Bans collection of specific student data including juvenile/criminal records, biometric information, political affiliation, religion, gun ownership, drug/alcohol use, mental health screenings, and family relationship information.

Imposes $1,000 per student record civil penalty for violations by non-state entities and authorizes termination of contractor agreements with the state for breaches of data privacy requirements.
