Amends budget reporting requirements to add a summary statement of expenditures and full-time equivalent positions for each retirement system, delineated by fund source.

Establishes the Arizona Financial Information System Collections Fund to reimburse the Department of Administration for operating costs, allowing the department to charge transaction fees to state agencies subject to Joint Legislative Budget Committee review.

Changes the deadline for the investment yield restriction report from December 31 to October 1 annually and expands it to include whether requirements have reduced investment yields or required federal penalty payments.

Allows appropriations for fiscal years 2015-2016, 2016-2017, and 2017-2018 to be limited to one fiscal year instead of biennial, and permits the governor to submit budgets for only the next fiscal year during this period.

Exempts the state from requirements to appropriate or transfer monies to the budget stabilization fund for fiscal years 2015-2016, 2016-2017, and 2017-2018.
