Establishes four new continuously appropriated funds within the Department of Health Services: interagency service agreements for behavioral health, intergovernmental agreements for county behavioral health, health services lottery monies, and intergovernmental/interagency services agreements, with annual reporting to the Joint Legislative Budget Committee beginning November 1, 2015.

Modifies ambulance service reimbursement rates under AHCCCS from 80 percent to 68.59 percent of department-approved rates and mileage charges effective July 1 of each year.

Establishes disproportionate share hospital payments for fiscal year 2015-2016 totaling $113.8 million for Maricopa County hospitals, $28.5 million for Arizona State Hospital, and $884,800 for private qualifying hospitals, with federal matching funds distributed to the state general fund.

Sets county contributions for long-term care system ranging from $79,700 (Greenlee County) to $153.3 million (Maricopa County), and requires cities and counties to reimburse the state for competency restoration treatment costs at 100 percent for fiscal year 2015-2016.

Authorizes AHCCCS to reduce health care provider payments up to 5 percent (excluding nursing facilities and developmental disability providers) and implement cost-sharing requirements including 2 percent premiums and $8-25 emergency department copayments for eligible populations beginning January 1, 2016.
